from the intro: "The Portland of to-day is, in many respects, the most prosperous city of our country. Its wealth per capita is only exceeded by Yonkers. In its private charities it is surpassed only by Baltimore. It has a greater proportion of paved streets to its total mileage than any city in the whole broad land. It extends more money, in proportion to its valuation, on its schools, its streets, its fire and police departments and public enterprise generally, than any other town incorporated or unincorporated in the United States."
